What we know:
- Pend Oreille County property tax payers fund a majority of public service capital improvements.
- Pend Oreille County Public Hospital District #1 property tax payers can get up to $750/year credit if they use Newport Hospital and Health Services and/or Seeber’s Pharmacy based on property taxes they pay.
- Driving to Spokane or Coeur d’Alene for healthcare services is a burden (and gas is extremely expense).
- Our community is aging — by 2030, over 35% of our residents will be 65+ and require more healthcare services.
- Crucial parts of Newport Community Hospital have run out of space or building infrastructure to expand.
- Today’s medical technology requires a solid infrastructure and space to house equipment.
How can tax payers be certain the hospital will stay within budget?
The hospital board voted to use the Progressive Design-Build model, which means the design and construction teams come together early. The team makes design decisions based on actual costs, material availability, and the project schedule. The project has a Guaranteed Maximum Price of $55 million, including unexpected demolition conditions, changes in material and labor costs, design changes, and other project needs. The project team also ensures the hospital remains open and operational during construction.

How will the bond affect my taxes?
The bond will result in a property tax increase of $1.47 per $1,000 of assessed property value, which is necessary to fund the expansion.
However, property tax payers in Pend Oreille County Public Hospital District #1 can get up to $750 tax credit every year for the life of the bond. The credit is calculated using: 1) Your out-of-pocket medical bills at Newport Hospital & Health Services and/or Seeber’s Pharmacy prescription drug receipts, and 2) The amount of property taxes you pay towards the bond.
